Office of Rail Regulation

The ORR's remit is confined to the railway itself.  It makes no pretence of assessing the impacts off the railway of its recommendations for changes on the railway.

The ORR actively supports, and to a significant extent, drives, Network Rail's aggressive progarm of level crossing closures.  The ORR declares, to local government, its support for specific closures. It does this without regard to the fact or possibility that in somne cases they limit the recreational activity of former users to such a degree that the increased mortality from this alone far exceeds the maximum possible reduction of risk on the railway.

This is highly irresponsible!

The ORR applies a criterion of acceptable risk that is at 10% of the Health and Safety Executive's guideline on tolerability of risk.  It supports this with completely incorrect numerical asseswsments and refuses to enter into any discussion of its errors.
